Sudan launches digital public procurement platform

Sudan has launched a national digital public procurement platform as part of broader reforms aimed at improving the management of scarce public resources after years of a conflict that has severely weakened government finances.

State Minister for Finance Mohamed Nour Abdeldaim announced the launch of Nazaha, the National Digital Public Procurement and Contracting System, on 8 August. The platform will digitise government procurement procedures, and, it is hoped, improve transparency and promote fair competition in the award of state contracts.

The Minister described the system as a major change in the management of public spending, aligned with international best practices in governance and financial management.

The Ecofin news agency says the initiative is part of Sudan’s public financial management reform programme, which also includes budget reforms, the establishment of a Treasury Single Account and the digitisation of financial management.

Sudanese authorities have introduced several measures in recent months to modernise public administration and improve the management of state resources.

Will these measures work? The challenge is to bolster GDP in the face of an armed conflict that began in April 2023, which caused real GDP to contract by 29.4% in 2023. Another decline of about 14% followed in 2024. Government revenue fell from 10% of GDP in 2022 to less than 5% in 2024-2025.

There was apparently a modest recovery in economic activity in 2025 – from 1.2%, to 3.1%, depending on which assessment you choose. However the situation has proved serious enough that in February 2026, the United Nations launched a $2.87 billion humanitarian plan to address the needs of Sudan’s population.
